[The name of Congresssman Payne's 53 year son Donald Payne Jr has been the most widely mentioned to succeed Payne who in 1988 became the first African American to represent the state of New Jersey in Congress. Payne's son is no stranger to politics and is currently President of the Newark City Council as well as an Essex County Freeholder(s). The 10th distirct is mostly made up of Essex County, but also includes portions of Hudson and Union counties. Assembly Speaker Sheila Oliver's name has also surfaced as a possible successor as has Newark City Councilman Ron Rice.  Because the 10th district's political make-up is predominantly Democratic the winner of the June primary is expected to win the November General election.
