
Robert W. Sweet: Problems and Objectives of the Lindsay Administration
Anthony Preisendorf and reporters from college newspapers ask new Deputy Mayor Robert W. Sweet questions about his job, plans for jet-airport, air pollution control, etc.
Deputy Mayor functions as dictated by the mayor; Mr. Sweet keeps busy as a liaison between the mayor and the Board of Estimates and City Council. He admits that he is more or less mayor Lindsay's legislative specialist.
Deputy Mayor Sweet touches on the following topics:
- There have been no sweeping changes in city policy: the previous commissioner left for personal reasons, but problems are now more defined and specific, for example regarding the city government's reorganization.
- As far as fiscal problems, if the federal government helps, there will be no new tax increase in 1967.
- The mayor is concerned about urban sprawl and is seeking federal funds to aid in urban planning.
- Plans for a jet airport "in the boondocks of New Jersey" are still embryonic.
- Air pollution sources are still unknown, but there are concerns, and a need for better studies, as well as stricter implementation of local law 14.
- Deputy Mayor Sweet lists six major accomplishments in the first year of administration:
1. A sense by New York residents that the city can be governed
2. A sense that there is a competent team in city hall
3. Reorganization plan for city hall
4. Economic health has improved
5. Labor relations have generally improved
6. A sense of a cleaner city
Regarding education, Mr. Sweet states that in a few weeks there may be an announcement about providing quality education in poorer areas; as far as increasing access to higher education, the budgetary implications of such a need require a "fresh approach."
The concept of an ombudsman, while outside our political traditions, is being investigated.
The city hospital system needs to be improved, but the magnitude of service is still second to none.
