Mayor John Lindsay swears in the new Police Commissioner Howard Leary. Mayor Lindsay introduces Mrs. Leary and the press takes photographs. The outgoing Commissioner, Vincent Broderick, makes a superficial welcome statement. Leary give his thanks. Questions from reporters follow (reporters questions are hard to hear on the tape). Not much is addressed in the questions.
