Moving Teenagers Off Rikers

Nikita Stewart, New York Times Metro reporter covering social services, talks about the issues surrounding the violence at Horizon Juvenile Center in the Bronx following the arrival of 16- and 17-year-olds transferred from Rikers to meet a state-imposed deadline.
