Long-range civil defense construction

Commissioner Wallander welcomes Commissioner of the Department of Parks Robert Moses who outlines long range plans for the city's civil defense construction.

Moses discusses needs for capital improvements. He believes just building shelters is inadequate (nonsense!). The only sound basis for dealing with this threat is to use whatever funds are available for multi-purpose projects that will he permanent and have other uses. This avoids wasting money on single purpose shelters.

A top priority is the relief of traffic congestion - a problem which will only become more severe in an emergency situation. There are also many other street and bridge improvements underway.
Furthermore, improvements are needed in the subways - such as ramps instead of steps and improved access so people do not trample each other.

These projects are not in the current capitol budget. Money must come from the Federal government and state government.
