BdB tells @BrianLehrer he still needs to see the full congestion pricing plan from Cuomo's panel (due out today), but from what he's seen so far it is an improvement from prior congestion pricing plans. BdB says he still wants a millionaires tax.

"We have to come up with a total plan," BdB tells @BrianLehrer, need "a more consistent approach" to FHVs, at city and state level combined. Needs to see what State does, if anything. Wants to dissuade empty commercial vehicles from being on busy streets.
