The end of the year is often when governors flex their clemency powers, typically to commute prison sentences that seem especially harsh. But under the Cuomo administration, prisoner advocates found themselves frustrated because such commutations were rare.

Now, with a new governor in Albany, they're hoping for a shift in policy.
