(Un)flashback

Am seeing people regularly begging for change outside of the PO and fast-food places, plus newly visible 'street people' ... like the bearded, deranged guy I saw roaming down 3rd Ave, wearing layers of rags, scratching himself and ranting. I'd call it a sad flashback to the '70s-80s, except that I never saw this happen here before.
