Four-year-old Marchella Brett-Pierce lived her life largely unnoticed. She was beaten, deprived of food and water and force-fed Benadryl. But her highly visible death last year brought to the fore the question of whether systemic failures in the Administration for Children's Services — to whose attention her family had come 10 months earlier — still existed.
