Shelter Provider Got Millions From the City — With No Contract

The Bushwick Economic Development Corporation, which was operating the Bronx apartment where two children died this month, took in $11 million a year from the city for so-called cluster-site services, even though it had no contract. As WNYC's Mirela Iverac explains, city investigators warned more than a year and half ago that such practices make it harder for the city to enforce standards.
