Just over a year ago 3-year-old Allison Liao was struck and killed by a driver while crossing a street in Queens holding her grandmother's hand. They had the right-of-way, but the driver has so far not suffered any consequences, either in criminal court and the traffic court dismissed his tickets. Andrea Bernstein, senior editor for politics and policy for WNYC News, reports on why drivers face no punishment in cases like Allison's and efforts by her parents to change that.
