Witness testimony and other documents the Staten Island grand jury considered have not been released, and US Attorney General Eric Holder has announced a civil rights investigation into the Garner case. Thousands of demonstrators took the streets from Midtown to Staten Island to protest the decision not to indict NYPD officer Daniel Pantaleo.
