Is North Korea's apparently successful nuclear test some kind of symbolic message to its neighbors, or is the nation really on its way to building a viable device that would be used in an offensive missile force targeted at South Korea, Japan, or even the United States?

President Obama condemned the test and said the U.S. will never accept North Korea as a nuclear state, but it's looking pretty nuclear right now.

Paul Bracken, a professor of management and political science at Yale, says that North Korea now has a force with serious striking power.
