Mayor Lindsay speaks about the special needs of New York City, and the work of Governor Rockefeller to meet these needs. He states there is a need for increased State aid for New York City. Lindsay says that he has inherited a budget that lacks clear direction. He wants to reorganize the government and tighten the budget.
