
Comptroller Says NYC Owed $2.2 Billion from State Windfall
The New York City comptroller says the city should receive $2.2 billion from a state windfall of $5 billion.
Comptroller Scott Stringer estimated that figure Thursday as state lawmakers prepare to negotiate the budget for the coming fiscal year.
A spokesman for Gov. Andrew Cuomo, Dani Lever, says the final budget plan has yet to be negotiated.
Stringer says there's been a dramatic decline in state aid to the city in recent years, despite the fact that New York City is what he calls the state's "economic engine."
The city represents more than 43 percent of the state's population and contributes a similar amount to the top revenue sources for the state: personal income tax and sales tax.
Stringer says the city was shortchanged by $2.8 billion in fiscal 2014.
