Unnamed host (Commissioner Stark?) introduces all participants to one another by name, then invites Bill Donahue to the stage; his speech is cut out of the recording almost entirely. The second speaker, Colonel William Wannamaker, is asked to speak next, but the press does not record the presentation because of sensitive information. Manetti is asked to speak next, and his whole presentation is included: rehabilitation and modernization of ports and harbors suffered during the war; a new plan to restart work; appeal for funding.
