Seldes suggests that if give-away shows are lotteries, the FCC should stop them. Kinds of give-away shows on television. These shows are cruel. Broadcasters say they are selling facilities to programs, but the FCC insists the broadcasters are selling the time of the audience. If our time is what they're buying, then we can set the terms.
