artista- were you living in the same city i was living in? this city was so much more racially divided during the dinkins admin....but more importantly, the city was a nightmare. dinkins was clearly one of the worst mayors this city has ever had.
perfect white-person's conversation, I am sorry to say. Koch was the most amazingly divisive mayor racially, helping build an electorate first for a Dinkins mayoralty and then, in backlash for the even more racially divisive (in many ways) Rudy Giuliani.
Koch's greatest achievement is the pooper scooper law.
