Mayor Michael Bloomberg's campaign to eliminate the Board Education isn't the first time a mayor has wanted to control the schools. For years, New York City mayors have been frustrated by the current system of school governance. In this first of a two part series, WNYC's Beth Fertig examines the central board of education and asks: "What does it do and why is it needed?"
