The City Concil is considering raising the city's personal income tax surcharge. The council is expected to release its response today to Mayor Bloomberg's budget plan. The Democrat-led council is also considering pushing Albany to reinstate the commuter tax, along with some other surcharges, which need state approval. These proposals follow years of tax cuts.
