I don't think the amount of negative publicity imposed on the taxi drivers is entirely the TLC's fault. Clearly, most media outlets ran with this seemingly true story without investigating the data.

It's not just the credibility of the Commission that's at stake but also all the local media who didn't bother to question the "facts".

Why not use technology to control the billing?
A GPS based meter could easily track the location and bill the passenger correctly. I live on Long Island and a taxi ride to/from JFK is always a headache because we cross the county border.
