As Mayor Bloomberg enters his third term, he continues to make economic development a major goal. Seth Pinksy, president of the NYC Economic Development Corporation, discusses the city’s priorities for growth and development given the dire fiscal climate.

WHEN I BOUGHT MY LAND 35 YEARS AGO AND STARTED MY BUSINESS I DIDN'T KNOW I WAS JUST RENTING UNTILL THE CITY WANTED IT. 35 YEARS OF BEING BLIGHTED AND 1,000,000 TAX DOLLARS LATER I HAVE GOTTEN EXACTLY 0 BACK. NO STREETS NO SEWERS NO SIDEWALKS NO SERVICES OF ANY KIND AND NOW THEY THREATEN TO USE EMINENT DOMAIN ON ME BECAUSE I DON'T WANT TO EXCEPT THIER FORCE FED OFFER OF 50% OF VALUE AND I WANT TO STAY WHERE I WANT AND NOT BE TOLD MY LAND IS BLIGHTED WHEN THE CITY BLIGHTED IT. THIS IS A THEFT FROM 1980'S THIS IS THE 5TH TIME THEY HAVE COME FOR US WITH DIFFERENT PLANS.. SOMEONE IS POISED TO MAKE ALOT OF MONEY IN KICK BACKS .OUR ELECTED OFFICIAL DON'T RUN OUR GOVERMENT THE DEVELOPERS AND REAL ESTATE PEOPLE DO THEY ARE THE ONE WHO LINE THE POLITICANS POCKETS

With the exception of one or two benighted respondents, all of the commentators here are on the money. Bloomberg has been a disaster for the historic character of New York City’s neighborhoods and for the quality of life here. And far before even his tenure, goons like Joe Bruno, Pataki, and others have made war on the working and middle class, not to mention the poor, of New York, and in the process created far more poor by driving legitimate tenants out and allowing scofflaw landlords and monstrously rapacious developers to act illegally and even murderously again and again, by burning buildings, making buildings unlivable, harassing tenants, and the like. In this case, money always talks and those who can’t compete with megacorporations are left literally in the cold. It is a source of perpetual astonishment to me that the very characteristics that make New York a magnet for tourists all over the world (hint: not the glass and steel condo and office buildings proliferating like cancer cells all over the five boroughs) are not valued at all by most city officials (who take money from developers or are bosom buddies with them, as in the case of Bloomberg and his flunky Dan Doctoroff) and are relentlessly destroyed. Does anyone think that people pay good money to come and see a city whose streets are dotted mainly with Duane Reades, CVSs, Rite-Aids, cell phone shops, nail shops, and blocklong bank ATM centers? One becomes grateful even for a Dunkin DOnuts these days when yet another venerable old store bites the dust having had its rent quadrupled. Boss Tweed never looked so good.

Having luxury housing built inside Brooklyn Bridge Park violates what the community worked for 25 years to prevent. That the mayor would have our parks "pay for themselves" with tax dollars from housing diverted to pay for parks perverts the system. When housing was put into the Brooklyn Bridge Park plan ALL year round recreation came out! It is now a landscaped garden. We have worked for years to at least get a tot lot put back in! How pathetic is that? Parks pay for themselves many times over by improving real estate values of surrounding neighborhoods, not to mention giving kids in the city a place to recreate, learn to swim, play sports, helping reduce obesity rates, etc. etc. But the Bloomberg park doctrine is to sell off the last remaining parcels of city land to real estate developers to build luxury condos and to make esplanades around housing towers, calling those esplanades "parks". Look at the next park project that has been transformed by the city to a housing project - Hunters Point in Queens. ugh.

You're in a kind of bind, Mr. Lerher. I understand how you want someone from the City to explain economic development. That would seem to be a crucial part of a discussion of this topic. However, allowing Seth Pinsky to speak at any length automatically means that the contradictions and half-truths will pile up so quickly, that it would take hours to explain them all.

Are you SERIOUS? I hope you are just baiting Brian's listeners, but if not, you must be very young and/or very obtuse. Even Bloomberg understands that you can't have a city composed entirely of rich people. After all, who will wash your dishes and do your dry cleaning?
And do you imagine that middle and low income people don't pay taxes?
And why do you think the east village is such a vibrant attractive place to live? It's certainly not the bankers living in renovated or new construction, but the artists, musicians, and small restaurant owners in unrenovated walk-ups. I lived there many years ago after college -- happy to find a place I could afford. Where should energetic young people live now? East New York? Inwood? New Jersey? Poughkeepsie?

Thanks for playing the Bill DeBlasio clip. I'm impressed that he actually mentioned poor people! Too many politicians speak about the middle class all the time & can't seem to acknowledge the needs of poor people (what? aren't they all taken care of by welfare/Medicaid/ food stamps?? why do we need to say anything about them?).

it's obvious bloomberg is helping out his developer friends on a daily basis. the claim that the area around the atlantic yards was 'blighted" is complete hogwash. the press/media did absolutely NOTHING to go out to prospect heights/ft.greene/boerum hill/downtown broklyn and show the rest of the city that this area is NOT blighted.

To say that Atlantic Yards will be 50% affordable housing is absurdly incorrect. The developer is putting up 19 new towers overall. Only a portion of those are subject to any agreement about affordability. And with respect to those only the 20% of the units required by the IRS Tax Code requirements will be truly affordable. The rest are essentially market rate. So there will, all 19 towers considered, be far less than 20% affordability at Atlantic Yards.

The affordable housing project is not transparent. Why is the application process not computerized/automated. One has to depend on physical mail, nonsense.

I'm confused: Mr. Pinsky says that most projects have gone through community approval, but in the East Village, high rises extending beyond zoning limits have begun springing up--the community protests and cites local zoning regulation. The construction continues. I'm speaking first about the Bowery Hotel at Third Street and Bowery, the construction of which was delayed for over a year when a resident across the street counted stories on the new construction and realized that the building was too tall . . . It turned out that the contractor had done the same kind of zoning violation in Brooklyn and had gotten away with it there--the New York Times ran a story on him, reporting these violations . . . But the building on the Bowery was sold and opened as a hotel and another high rise hotel sprouted up at 5th Street. We suspect that the Bloomberg administration prefers not to stop such projects and to fill the air space in the city. for many us, these will be unlivable and unaffordable conditions.

It's nonsense to imply the community has had adequate input and given approval to many of the city's development projects. On the upper west side, there was no notice of ersatz "public hearings" about the monstrosities erected in the 90s on Broadway. Approvals were obtained in secret and leaked out to a very surprised neighborhood. Protest was not reported and ignored. The whole process was disgraceful.

The argument that Bloomberg leveled against a living wage in the recently nixed Bronx project would apply just as well to a minimum wage.

The main cause of the affordability problem in New York City housing is the gutting of the Rent Regulation Laws by Pataki, Bruno, Sheldon Silver and the bought-off legislature in Albany.

There may be approval by other entities than the Mayor's Office but at least in my neighborhood the Community Board (Carroll Gardens) constantly sides with developers while residents overwhelmingly do not.

The community board is full of pro-business, pro-development real estate professionals.

The residents' voice has been lost here.....

The Bloombergian development efforts cab perhaps be divided up into two broad, though interrelated categories: the rezonings (a mixed bag) and the redevelopment efforts that are generally much worse, tending to focus megadevelopment-style transfers of the public realm to the private sector, often resorting to eminent domain abuse and mega-monopoly handoffs to private developers.

Without respecting the existing fabric of the city the Bloomberg administration is likely to prove itself quite capable of leaving huge holes in the city but not moving forward fast even when starting with a vacant site (like the WTC site).

Meanwhile, public projects that SHOULD be getting substantial focus and resources like Moynihan Station (the new Penn Station) are stymied and sidetracked by letting the private sector steer things to its own ends: It is ridiculous that the plan to develop Moynihan Station was turned into a plan to tear down Macy’s and relocate the store as an anchor for a private developer’s scheme to own a new shopping mall in midtown.
