Before I retired, I found that the best subs in my h.s. were the graduates who came back to sub. They knew the general rules and had been students themselves under those very teachers they were subbing for. Class management was generally satifactory and the assignments were completed.

If you want to see ethics reform - lets start by enforcing the rules that we have on the books already. Senator Pedro Espada, who is still holding a number of issues hostage in the Senate, has a dizzying number of ethics and legal violations being investigated. We're still waiting very impatiently for movement on those investigations.
