How does the Treasury monitor that network of "bankers" that Al-Quada was using prior to and after 9/11, where all monies were hand delivered, handled by store owner, if I remember correctly, and no real records were maintained?

Everyone knows that the U.S Dollar is counterfeited into existence with fractional reserve banking.

Of course some banks will try to illegally get business from Iran or North Korea if they think they can get away with it. These rogue regimes will pay a big premium to get access to financing, of course. It's a big risk. Such bankers should be considered like spies and traitors, and treated accordingly.
