HHC doesn't provide health insurance coverage. Its the public-private corporation that runs some city hospitals. HHC employees pick their insurance plans (i.e. Blue Cross, GHI, Aetna) like everyone else.

City workers should be put on HHC for their medical coverage, then this program could be tweaked accordingly.

Its worth noting that the city's debt was $55B when Bloomberg took office. This 100% increase is solely due to Bloomberg & his projects for millionaires.
