New York Times reporter William Rashbaum talks about the investigation into whether tens of thousands of New York customers were cheated by the dilution of heating oil with hazardous waste oil.
the gas station sales tax scam ended about 25 yrs ago. now estimated taxes are paid when the gas is delivered to the gas station , the wholesaler collects the tax and pays it to the state. although, if the wholesaler is corrupt, they could abscond with money.
Heating oil is only part of the problem. The other is low cost gas stations.
There waste oil is mixed with gas making automobiles waste incinerators as well. This started thirty years ago when Russian organized crime partnered with the mob to take over independent stations. They would sell the cheap gas, pay no taxes, collapse the company when the state came looking for money and reopen under a new name. The stations went from surviving on a few cent profit on gas they sold to a sixty or seventy percent profit margin. They added the waste oil from mob connected collectors connected to the garbage industry to boost the profits further. When prosecution ensued it was estimated the profit on the scheme around $4 billion, if memory serves.
It might be worth another look at these guys too.

This might warrant an investigation for another day but in New Jersey homeowners are facing a tsunami of issues as they face the removal of old in ground oil tanks and the likelihood of having to cover the cost of soil remediation as old tanks are found to be leaking. In many cases the cost of that remediation compared to the value of the home may prove to be catastrophic especially if the in ground tank is not covered by homeowners insurance, an issue we ourselves are facing.

How do you reconcile that with this post of yours that excepts WNYC from castigation?
I understand that other common ploys are to deliberately misadjust that the burner so that it will burn too much oil and to pump fewer gallons than what the customers actually paid for. The oil delivery companies typically service the burners, too.
Which politicians took money from these oil companies? Get those pols in prison to 'send a message'.
