NJ people single out New Yorkers. I pay to ride on the NJ Turnpike. Why can't they pay to ride my streets?

Isn't the point of congestion pricing to get people to drive into Manhattan less? It SHOULD be expensive to drive your car into Manhattan - if it's not expensive, it's not a deterrent. The point is also to put enough pressure on public transit that is has to be improved and expanded - unless there's overwhelming pressure, public transit will continue to be neglected.
