Why should incompetent teachers be a protected class?"

Those are 2 entirely different questions. There are good answers for both, but totally different answers.

Principals control their own budgets which includes teacher salaries. Teachers regardless of ability are a financial liability because a teacher of 13 years making 80k can be replaced by two teachers starting at 40K
