We've been hearing this same pablum for years. Abuse is found in the system. The people running it wring their hands and say "oh this is terrible." They promise to fix things. Then they spend money and energy on something else that will benefit rich people. Somehow the connection between actual resources spent and results obtained is lost (or worse, ignored). Wash, rinse, repeat.
