New York's Health Exchange

Gov. Cuomo established New York's health exchange by executive order, but how it will work is still to be determined.  Elisabeth Benjamin, vice president of health initiatives at the Community Service Society, co-founder of Health Care for All New York Campaign (HCFANY), a statewide coalition of over 100 New York organizations, joins us to explain the details.

I'm confused -

Did I understand the guest to say that we need State "health insurance exchanges" to establish "must issue" and "community rating" as mandatory practices in the healthcare insurance industry? I was under the impression that those practices were mandated by the president's federal healthcare insurance industry bailout legislation.

Two smaller issues:

When Brian does the "well, everyone-is-required-to-have-automobile-insurance" meme, how does he account for the lack of an insurance mandate for "pedestrians", "passengers", persons who hire vehicles to deliver goods, etc. (gee, maybe even bicyclists and pushcart pushers)

How do the "wonks" that occupy this space propose to end the effect of "cost shifting" as long as hospitals are required to accept patients for no compensation or for compensation less than what their business models dictate?

The Republicans didn't want to give the law respect? That would presume respectability.
Instead we have a federal health care law pushed through (unread, unreadable) by an undemocratic constitutional maneuver, now crowned in NYS by another undemocratic maneuver, gubernatorial diktat. How very excellent.

Until there is a limit to what someone will pay to not see their child die, why would we believe that healthcare responds to the market forces of supply and demand? Isn't single payer the only answer?

How much will full-coverage health "insurance" cost per month for a self-employed family of three??

More than most people earn in a year??
