On point of allowable levels, US agencies (EPA, FDA) have been having closed door meetings discussing raising allowable limits just as proposed in Japan.

US response vs. German Response re future of nuclear power;
Amount of radiation dumped into Pacific Ocean;
Fallout that made its way to N. America & how the US stopped monitoring for it over the summer & no longer updates its public RadNet reports.
