A host describes the development and work of the youth builders program.
First segment: A panel featuring students from James Otis Jr. High School answers questions from the host about the appearance of their neighborhood, East Harlem, as described by the newspaper, and what can be done to change its condition; how to get other people in their community interested in the cleanup efforts; entering WNYC's "This is My Block" contest. One boy tells a story about cleaning up an empty lot to play in that grownups used later as a parking lot. Another says that, when the kids in his neighborhood learned they didn't win the "This is My Block" contest, they all stopped trying to clean.
Segment segment: Commissioner of Sanitation, William Powell, reads a statement about the city's youth cleanup projects. He talks specifically about the Otis Youth Builders.
