The Israeli ambassador to the UN Ad Hoc Political Committee meeting clarifies the views of Israel on establishing an international regime for Palestine and solving the Arab refugee problem, all in an effort to win membership to the UN. Halfway through Eban's speech, a UN representative interrupts to suggest a change in schedule out of fairness to Eban.
