In Entertainment Weekly Gary Oldman mentioned that he saw a bit of Alex in the Joker and said that to Heath. Heath said he was watching Clockwork in his trailer. So yes, from Heath's point of view Alex was an inpiration.
The lead signer of The Addicts, would have a been a good source to base the joker's personality on.
