L.A.'s Fol Chen first emerged as an enigmatic indie pop band last year, when their masked appearance and atypical yet catchy sound first impressed bloggers. This summer they followed up their 2009 full-length debut with their sophomore outing Part II: The New December. This album cut abounds in angular pop charm that's both bright and quirky.
