Wallander introduces Thomas B. Cassidy, of the New York Telephone Company, who talks about "the nerve center of civil defense." If systems are damaged, there are contingency plans being developed. They will use all forms of communication: wire, wireless, courier service, and other (pigeons!). 27 report centers will be set up in all five boroughs. Borough control centers. Explains how all of the report centers communicate with each other and emergency services. The role of communication in air raid warning system.
