Director of the New York Public Library, Ralph Beals, hosts ceremonies in celebration of the opening of the Inwood Branch of the NYPL, the first new library building in New York City in 14 years. Warren Moscow, author of "Politics in the Empire State" and Manhattan Commissioner of Borough Works discuss his memories of using the library system as a child, in the place of Borough President Robert F. Wagner.
