Description of items left in the cornerstone. Speech by Hugo E. Rogers, Borough President of Manhattan, references the hold put on local growth and upkeep during the war, the delay on construction due to the discovery, in November 1948, of remnants of Fort Gansevoort under the site. Zurmuhlen discusses work left to be done on the construction and makes reference to controversy surrounding putting an incinerator on the premises. O'Dwyer talks about the city's practice of the "disgusting practice" of burying raw garbage and the importance of removing trash from the city.
