26th Annual meeting. Robert A Sulvick introduces host Zurmuhlen, president of the society. O'Dwyer is guest of honor, main speaker. Speeches about the damage to the city's water caused by pollution.
O'Dwyer's speech touches on the difficulties of moving snow off of roads in December, 1948, and the role of engineers in making roads passable.
