I was a VC until recently, and LLoyd Chapman is completely off base. Even though a FEW VC firms have raised billions over decades, most are- themselves- regional and rather small. And they only put in a few million into any one company, and only own 20% of the company. So the companies are really small businesses struggling for survival. VC backed firms result in millions of jobs, and deserve an equal place at the table.
Its like believing a local auto shop is "owned" by Citibank because they took a loan from a billion dollar bank. The bank may be large, the auto company is not.

the small business plan you found above is a CAMPAIGN document, thus a campaign promise. that's what Lloyd Chapman said. Look on the transition web page, that's where it's hard to find, is what he was saying.
There are few shocking statement deliver by Mr. Obama. I am certain that he does not understand present economical turmoil. I have noticed that the economy is in a trouble-spot and it is not a time to excavate farm with a old cow nor a time to put a new experimental task. It is a time to carefully create a dynamic economical theory which will be easy to practice.
I think, I have the idea but I won't put it in the America. America should be brought to justice for its criminalistic behavior toward my people.
