After Watergate, the Senate formed the Church Committee to investigate abuses of power by the intelligence community and the Office of the President. Frederick A.O. Schwarz served as chief counsel. Now, thirty years later, Mr. Schwartz and co-author Aziz Z. Huq explore how the Bush Administration is eliminating checks on executive power.
