Underreported: Emmanuel “Toto” Constant

Thursday, July 20, 2006

Emmanuel “Toto” Constant led a violent military coup against Jean-Bertrand Aristide in 1991. In December 2004, he was sued by the Center for Constitutional Rights for crimes against humanity and torture in Haiti. Now he’s been accused of trying to defraud SunTrust Bank of more than $1 million. Jennifer Green, a senior litigation attorney at the Center for Constitutional Rights, brings us up to date on his recent arraignment.
