That is such a perfect example of an unadulterated Buffalo accent. They hardly exist any more, not even in Buffalo. I don't think he means any ill punctuating his sentences with "sir"

I find Michael Scheuer's frequent interjection of "sir" when he is speaking a big offputing . . . is he a former member of the military? It's an odd manner of speech for a civilian.
