Ward Harkavy, Senior Editor at the Village Voice talks about the newspaper’s "Ten Worst Landlords" roundup, a two-part profile of the city’s ten worst landlords in New York City, which appears for the first time since 2006. New York's Ten Worst Landlords, Part 1 appeared in the March 17 edition, and Part 2 appears in the March 24 edition of The Village Voice.

What about Josh Prottas, and Leonard Elman of Kips Bay JV aka Kips Bay Joint Venture. They regularly refuse to renew leases and raise the rent without a lease in to existing tenants. They have not provided heat to tenants in 20 years and have paid fines (201 East 31st St NY, NY)

The front doors are broken so drug dealers andd their clients can enter and exit all day long. The building lists this as an uncleared violation for several years.

Josh has sexually harassed women in the building and bulllied their boyfriends.

Josh has received several visits from Belleview hospital due to very serious complaints about his refusal to provide heat, only renting to women, and then harassing them.

Josh has killed pets in the building, and bragged, and is considered dangerous.

Josh manages several buildings in nyc,and court records will show Josh Prottas is anything but normal.

An abused tenant from Harlem

My landlord, Vantage Properties, made the Village Voice list, and let me tell you: The article lets them off easy. The "landmark collaboration" between Vantage's lawyer, Orin Snyder, and Attorney General Cuomo is nothing short of a sweetheart deal and a farce. Cuomo never had any intention of suing Vantage, he was only seeking good press in advance of his campaign for the governorship. He has a longstanding and close relationship with Snyder, and Vantage got off practically scotch-free because of that relationship. A $1 million penalty? Are you kidding me?? That's a drop in the bucket! Vantage has cheated, abused, and evicted scores of rent controlled tenants in their greedy quest to turn those units over. My building is falling apart, and Vantage could care less because they're too busy buying up and creating other slums, and they just want all of the current residents to leave. It is quite well documented. Elizabeth Dwoskin should come to my building and ask the people here if they think the agreement with Cuomo is "a great result" (I can tell you they don't!)

I am an artist & just lost my rent stabilized home of 24 years to an aggressive landlord who recently took over our building for profit. After a long 5 year battle I was exhausted both financially & mentally. He also tried the trick of refusing rent payment then accusing me of non-payment. In short I have been a stellar tenant, low maintenance, paying my rent on time. & never profiting or over charging roommates. I was away for over 6 months for a sick relative...that & a conservative judge...it was a flip of the coin. Sad, something that was so important to me..my life, my sanctuary lost for a few more bucks in a pocket already full.

My landlord is replacing the building heat with individual heating units so we will now be responsible for the heat. The big problem I see is he is not adding insulation to the building which has very little.

Egregious examples:
David Steinberg - 1717 Troutman St Queens
tenants vacated by DOB
never received security deposits
never received any assistance from the city

Does the list include Stanley Katz, who handed his tenants over to a level 3 sex offender and let him shake down his tenants for sex?
