Please help save Two Coves Community Garden!

This garden is the newest and one of the largest community gardens in all of New York City. It is under threat by a decade old Parks Department plan to turn the land into a park.
Why can I not grow Aloe Vera? I have gotten splices of very productive plants and yet I can not get it to grow past 3 leaves. A new leaf will sprout up but just as soon as it does, the outer leaf will die off.
I tired placing the plant in water and it will hang on for years but never grow more than 3 leafs.
Friends have taken splices of the same plant and theirs grow like crazy.
One evolutionary advantage for plants having scents that are attractive to humans, is that humans would cultivate more of these species to have the scent around.
Since rhubarb leaves are poisonous, who thought up eating the stalks?

What kind of flowers can I plant that people won't steal out of the ground? I planted daffodils last autumn, they were starting to come up nicely and when I returned home yesterday someone had pulled them out of the ground.
Any plant reccomendations?
