The "top 2" primary system is a really good idea. I don't see why the parties--both large and small--hate it. It gets rid of the worry of "throwing one's vote away" on a small party because you could, say, vote "Green" in round 1 and then go for the "D" or the "R" in round 2 (assuming the Green doesn't place 1st or 2nd). Sure, it probably adds another election day that you have to pay for, but since when should we be running democracy on the cheap?
