In New York there are two options by which ordinary citizens can receive disaster information, training, and if so inclined become a part of a volunteer team that assists on scene during a disaster.
1) Ready New York holds regular events to education citizens about what to do during specific disasters: http://www.nyc.gov/html/oem/html/ready/ready.shtml
2) You can become a member of your locale CERT team and undergo a 12 week training course that enables you to be called on scene in the event of a disaster:

I've been in a shooting as a police officer and did have tunnel-vision and could not hear anything.
