White Guilt, A Case of Black and White Blame?

Race relations scholar Shelby Steele argues that the promise of the Civil Rights Era has been destroyed by an age of white guilt—in which blacks are portrayed as victims. In his latest book, White Guilt, Mr. Steele calls for a new approach—focused on personal responsibility for both blacks and whites—to address the problems facing African Americans today.
