    As renters are the majority in NYC, why is it we are never considered for rebates but property owners are? We have had huge increases in rent, but we get nothing back. Landlords are able to make all kinds of deductions to off set their expenses. Renters are never included in the benefits of tax policy. Speaker Quinn promised to help us, what has she done for us? Nothing that I know of. Does somebody out there have an explanation?
