  Hi Bill. Same question I had last week: regarding Palin potentially charging rape victims for their "rape kits"; you specified that this was sort-of true (because victims' insurance companies were charged), but made sure to point out that this was distinct from the individuals themselves being charged.

  So does Alaska not share the lower 48 states' private healthcare system, wherein the patient pays for his/her healthcare, either with cash or via premiums, deductibles, and co-pays? If so, I certainly see the point of your distinction. Please explain. Thanks.
